This website is a demonstration. The State of Franklin, its Department of Health and Human Services, Access Franklin and every program, office and statistic described here are invented for software demonstration and training.
This is not a government website. It is not affiliated with, endorsed by or operated on behalf of any real federal, state, county or tribal government, and it offers no real services. Nothing you enter on this site is sent anywhere, and no accounts exist.

Program names such as Medicaid and SNAP are used because they are the common names for those kinds of programs across the United States. How they are described here is simplified and fictional, and should not be relied on for any real eligibility question.
The department
In the story this site tells, the Franklin Department of Health and Human Services is one consolidated agency for health, benefits and public health. It works with 60 county social services offices, local health departments and community partners across the state.
Divisions
- Medical Assistance runs Medicaid and the children's health insurance program, including managed care contracts.
- Social Services oversees food assistance, Work First cash assistance and child welfare, delivered through the county offices.
- Public Health leads immunization, disease prevention, environmental health and the state laboratory.
- Vital Records registers births, deaths and other vital events and issues certified copies.
- Child Support Services establishes and enforces support orders.
- Health Service Regulation licenses and inspects health care facilities.
Leadership
The department is led by a Secretary appointed by the Governor, with deputy secretaries for health, human services and administration, a State Health Director and a Chief Medical Officer. The roles are described here without names because the people, like the state, are fictional.

Public records requests
State law gives the public the right to inspect and copy most government records. Records that identify a person who receives benefits or health services are confidential by law and are not released through a public records request.

A real department would list job openings, solicitations and contract awards here. This demonstration site has no openings and issues no solicitations.
